Learning webdesign and development is not an easy task, every day we we see so many new Content Management Systems, frameworks, tools and services about web design and development. Webdesign and development is a big industry.
To be honest you can not learn each and everything about web design and development. There are so many programming languages, tools, frameworks and services to create websites, mobile apps and much more.

Best way to learn web design and development is that you should choose some languages and topics, than start learning step by step and become a master.
For example if you want to be a front end developer you should learn HTML, CSS (HTML5, CSS3) and JavaScript. Only these 3 languages are not easy to master. You can learn basic of these languages quickly but to be a HTML, CSS and JavaScript Ninja you will have to spend months or even years.
Creating Websites with WordPress is simple and easy but if you want to be an advance WordPress developer, you will have to learn HTML, CSS, JavaScript, JQuery and PHP as well. To create WordPress themes you need to know HTML, CSS and a basic knowledge of PHP, for advance theme development you will have to learn advance PHP.
